Among its first activities, the CSCP was involved in writing the Discussion Paper serving as the background document to the 2nd International Expert Meeting on The 10-Year Framework of Programmes on Sustainable Consumption and Production. This major event of the Marrakech process took place in San José, Costa Rica, from the 5th to the 8th of September 2005.

Titled "Making the Marrakech process work", the discussion paper gives an outline of recent developments in SCP activities worldwide. The paper was jointly prepared by the United Nations Environment Programme, the Division for Sustainable Development of UN-DESA, and the UNEP/Wuppertal Institute Collaborating Centre on Sustainable Consumption and Production (CSCP).
