Together with project partners UNEP and the China State Environmental Protection Administration (SEPA) the CSCP delivered a training program for municipal officials and policy makers from Guiyang, China. As a component of the PRODEV project (Policy Reinforcement fOr Environmentally Sound and Socially Responsible Economic Development in China), financed by the EU, the training program was designed to build local capacity for implementing integrated decision-making at the local level and foster environmentally and socially responsible economic development in Guiyang City. Guiyang is a large industrial centre of 3.3 million residents. The training program was based on the results of a detailed policy framework study undertaken in April, 2006 where key training needs were identified.
Over 40 policy makers and government officials participated in the three day workshop which will be followed up with an assessment of local policy needs and an action plan for implementing local Sustainable Consumption and Production policies in Guiyang. Guiyang Municipality has been selected by national level authorities in China to serve as a pilot region for the implementation of Sustainable Consumption and Production policies in China. To support the broader implementation of Sustainable Consumption and Production policies, the CSCP will be delivering a further ‘train the trainers’ program in January, 2007 for Chinese experts to support implementation in other Chinese regions. An EU-Asia Mayors conference is also planned for March 2007 where the outputs of the PRODEV project and experience of Guiyang Municipality in implementing Sustainable Consumption and Production policies in an Asian context will be communicated.
